Balsall Parish Neighbourhood Development Plan

Preparatory work on a Neighbourhood Development Plan for Balsall Parish has been making good progress.

A Neighbourhood Development Plan Committee was created 14 December 2016 as the project board for project management and decision making purposes and will lead the preparation of and ensure successful delivery of the Neighbourhood Development Plan. The Terms of Reference can be seen here.

Committee members are Councillors Helen Dean (Chair), Mark Tattum, Will Heard and Christina O’Sullivan.

Meetings, held in public, to conduct the formal business of the committee have been scheduled for:

There will be a public discussion time at these meetings but it is important that the significant community consultation, engagement and involvement takes place at specific events and meetings for that purpose and at key stages, as well as through social media and email comments at any stage. Area Designation and grant application

Solihull Council on the 18 July 2017 approved the designation of Balsall Parish as a Neighbourhood Area for the creation of a Neighbourhood Development Plan, a necessary step in the formal process.

An application has been made for the first part of a government grant of up to £15,000 to add to the budget already agreed by Balsall Parish Council. This will provide the resources needed to engage planning and other professionals to develop the Plan with the community and Parish Council. We are working with the Performance, Consultation and Insight Unit at Stratford-on-Avon District Council and Avon Planning Services in these initial stages.

We have also sought Technical Assistance from Locality (AECOM) to support detailed work on assessment of housing needs. This is necessary additional work on housing issues for the Plan, separate from Balsall Parish input to consultation by Solihull Council on strategic housing sites in their Draft Local Plan. Household Questionnaire

A highly important element of both information gathering and consultation will be a household questionnaire delivered to each household in Balsall Parish, to be completed and returned in November 2017. This is a freepost service and a key opportunity for each family and resident in the parish to contribute to our evidence base. All responses will be anonymised and analysed for us by Stratford-on-Avon.

Questions on issues and concerns will be wide ranging and include local housing, infrastructure, green spaces, design, Balsall Common centre, public transport, community and sports facilities amongst others. Each household will also be asked for information about their own housing situation and future needs – this will provide an invaluable update to data in the 2011 Census.
